BACKGROUND/SUMMARY:

As California is facing a severe housing crisis and many Californians are driven to homelessness. Governor Gavin Newsom signed Executive Order N-23-20 on January 8th 2020 to decrease homelessness, reduce obstacles for homeless individuals, increases access to health care and other services, and increase housing selections. The executive order, effective immediately, has many requirements. See Executive Order attached.

 

The Department of General Services (DGS) is responsible for identify properties from the inventory of excess state land and state facilities.

The Department of Transportation (Caltrans) responsible for a model lease template to allow counties and cities to use Caltrans property adjacent to highways or state roads. 

 

The Office of Statewide Health Planning and Development to work with local jurisdictions, tribal communities, and private entities to assess vacant and decommissioned hospitals and health care facilities.

 

The Department of Food and Agriculture, role in discussion with the DGS, the Department of Housing and Community Development, DSS, and the Office of Emergency Services, were task with conducting an assessment of fairgrounds in or near jurisdictions where a shelter crisis is in effect.

 

Bolado Park Event Center/San Benito County Fairgrounds “Bolado Park” has been identified as a short-term emergency facility to provide shelter for individuals who are homeless under Executive Order N-23-20. The community utilizes Bolado Park year-round with many youth activities and community events centered on inclusiveness. Bolado Parks works closely with many organizations, including but not limited to 4-h, San Benito High School District, Maze Middle School, Rancho Middle School, Hollister Dual Language Academy, Boy Scouts, and California Gymkhana Association State Finals. Bolado Park also hosts the Fair, saddle horse show and livestock events.

 

A letter of opposition is attached for consideration and approval.

STAFF RECOMMENDATION:

1. Authorize letter of opposition of Executive Order N-23-20 designation of Bolado Park and delegate authority to Chair of the Board to sign the letter.
