BACKGROUND/SUMMARY:

In 2013, with the approval of the Board of Supervisors, our agency was reorganized into three divisions.  Each division was equipped with its own command-level oversight.  In the San Benito County Sheriff's Office, our three divisions are Corrections, Operations and Administration.  All three of these are important and are reflective of the many other professional law enforcement agencies in the state.  The Corrections Commander oversees our jail operations, inmate transportation, work release programs, AB 109 realignment and court security amongst other duties.  The Operations Commander oversees patrol operations, detective bureau, coroner division, Search and Rescue and other specialized teams as well as other duties.  The Administrative Commander oversees the records bureau, personnel and training, policy development, human resources liaison and Public Records Act requests amongst other duties.

 

Historically we have commanded those divisions with two Captains and a Lieutenant.  The Lieutenant position is now vacant and we have the opportunity to make adjustments without impact to existing staff.  There are numerous efficiencies to be gained by  having all three leaders be of the rank of Captain; cross-training, sharing of workload, interoperability, and staff development to name a few.  Having a Captain in each role will allow periodic rotation of duties resulting in greater development of the staff.  In emergency situations, it also allows continuity of workflow and equal span of control over all divisions.  This also will bring us to a model that is the norm in modern law enforcement.  A model where each division is overseen by the same rank of commander.

 

Attached for your review is the current Sheriff's Office organizational chart that shows the chain of command as well as the assignments for each commander.

 

Financial Consideration

This upward reclassification would be an annual increase of approximately $22,000 or 16% over the Sheriff's Lieutenant - Corrections.   Due to vacant position salary savings, there will be no fiscal impact for current FY 2019-20.
