BACKGROUND/SUMMARY:

The California Legislature has appropriated $90.3 million to fund activities related to the Hard to Count Communities for the 2020 Census. The Board of Supervisors approved opting into state funding for the HTC region on January 1, 2019. The Board delegated authority to the County Administrative Officer to opt-in and receive $75,000 to conduct outreach to the Hard to Count population in San Benito County.

 

The County has participated in the Complete Count Committee that meets monthly and discusses and strategizes the best approach to reach the Hard to Count population in San Benito County.  

 

In July of 2019, the County executed a contract with partner Youth Alliance in the amount of $50,000 to assist and provide services to reach the Hard to Count population in San Benito County. Since then, they have been tabling at various events, meeting with parent clubs, incorporating information regarding the census into their programs, canvassing, and performing many other outreach efforts.

 

On January 24, 2020, the State allocated an additional $81,300 to reach the Hard to Count population in San Benito County. To expedite the funding, the Community Foundation for San Benito County has agreed to manage the $81,300 as the sub-grantee in San Benito County. 

 

As part of our plan to the State, the County needs to provide locations where the community can take the Census through Question Assistance Centers and Question Assistance Kiosks. The community and local partners have come together and identified the following sites as either QACs/QAKs:

  • San Benito County Library
  • Workforce Development 
  • Youth Alliance 
  • San Juan Bautista City Library
  • San Benito High School
  • City of Hollister Recreation/Jovenes De Atano
  • YMCA
  • Salvation Army
  • Southside School

 

The state has presented amendments to the contract with the state Government Operations Agency - California Complete Count - Census 2020 for the Board's consideration.  The amendments are reflected in red font in the attached contract amendment number 1.
