BACKGROUND/SUMMARY:
Community Services Development Corporation (CSDC) has been contracted as the subrecipient to operate the lease functions of the HUD “Helping Hands” Continuum of Care (CoC) Permanent Supportive Housing Program. Under this HUD grant, CSDC provides permanent housing to 6-7 homeless individuals and 5-6 homeless families by providing housing shelter by “master leasing” apartments and/or homes to serve unaccompanied homeless individuals and homeless families.
As a result of the most recent HUD monitoring visit, the contract is being amended to include required provisions which are reflective in the scope of work. These provisions include, but not limited to, Rent Reasonableness Determination (RRD), participant lease requirements, processing environmental reviews for leased properties, Subpart F Audit requirements, and confidential policy requirements.
In addition, the budget categories are being amended as follows:
Leasing: $166,940
Operations: $29,177
Administration: 6,932
The leasing line item is being reduced from $180,000 to $166,940 and the operations line item is being increased from $16,117 to $29,177. The total budget amount remains unchanged ($203,049).
The County CSWD's responsibilities under the contract will be limited to on-going case management and supportive services to all eligible enrolled participants. All lease management services will be provided fully by the CSDC during the term of this contract. Under HUD guidelines, all participants must be homeless with a documented disability.
