(1) Approve a contract with James Sommerville, Inc., for CSA 46 Quail Hollow on Wild Oak Drive Roadway Settlement and Park Slope Repair and CSA 46 Quail Hollow on Quail Hollow Drive Roadway and Drainage Repair, in the not to exceed amount of $139,000 and authorize the RMA Director to execute the contract upon receipt of all contract documents required; (2) Adopt Resolution, declaring an on-going emergency and allowing emergency repairs to be completed pursuant to Public Contracts Code section 22050, for CSA 46 roadway settlement and park slope repairs and CSA 46 roadway and drainage repairs, without further competitive bidding, and finding that the repair work is statutorily exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15268(c) for emergency projects (4/5 Vote required); (3) Adopt Resolution establishing a revolving fund and authorizing appropriation of funds to the revolving fund for the benefit of CSA 46, and establishing terms for repayment, for a five (5) year loan in the amount of $69,000, with no interest, to help fund the needed repairs(4/5 Vote required); and (4) Approve budget augmentation and transfer from Traffic Impact Fee Fund in the amount of $69,000 (4/5 Vote Required).

BACKGROUND/SUMMARY:

Emergency work is necessary within County Service Area 46, also known as Quail Hollow. Within this CSA, a Roadway Settlement and Park Slope is endangering the public. On Monday January 27th, the CSA Coordinator was informed the retaining wall on Wild Oak Drive in front of Quail Hollow Park had moved/shifted significantly.  To the North end of Quail Hollow Drive a drainage area needs to be repaired due to the excessive puddling and erosion adjacent to a utility.  Quail Hollow is an active CSA with a CSA representative that communicates all information to residents via Nextdoor. The CSA representative is aware of the emergency work that is needed and has notified residents. The CSA representative understands the need for this work and is working with the County. Staff is working with the CSA to build reserve account to avoid a similar situation in the future.

 

On April 2, 2019 the Board of Supervisors adopted the plans and specifications for the County Service Area 46 Park Slope Repairs PWB-1905, and authorized the advertisement for bids.  Bids were due May 9, 2019 at 3:00 PM and no bids were received.  The Engineer’s Estimate was $19,337.65.  Two construction proposals were solicited from Granite Rock Company in a not to exceed amount of $243,000 and from Don Chapin Company in a not to exceed amount of $250,000 for CSA 46 Quail Hollow on the Wild Oak Drive Roadway Settlement and the Park Concrete Retaining Wall/Slope Repair (only).  Upon review, it was determined not to use the Concrete Retaining Wall/Slope Repair solution.  Additional construction proposals were solicited for this repair without the installation of the Concrete Retaining Wall and to extend the slope out further into the Park Area.  Quail Hollow Drive Roadway Settlement and Drainage Repair were included.  Three contractors responded with the determination that James Sommerville Inc. provided the most complete proposal at the best cost for both locations. 

 

Because the CSA has only $70,000.00 currently available to do repairs, staff recommends Board of Supervisors to approve a 5 (five) year loan in the amount of $69,000.00 with no interest in order to perform the $139,000.00 project. These settlement/failure locations have been determined to be caused by the 2017 Storms after review of time length and continued settlement/failure at these two site locations.

Staff respectfully recommends that the Board:

1.
