BACKGROUND/SUMMARY:

The Sheriff's Office - Correctional Division has been awarded a $7,830 grant providing funds for a statewide mental health training initiative to provide critical training to corrections personnel.  The State of California Board of State and Community Corrections (BSCC) is the contracting agency.

 

Seven million dollars has been made available for local corrections agencies to be distributed on a per capita basis for mental health related training between May 1, 2019 and September 30, 2020.  Training is focused on two priority areas, mental health related training for corrections staff and master instructor training for the new Behavioral Health training that is included in the core training for Adult Corrections Officer, Juvenile Corrections Officer, and Probation Officer.  

 

The first priority area is funding for any local corrections agency currently participating in the Standards and Training for Corrections (STC) program to provide mental health training for their corrections staff, including line staff, supervisors, managers and administrators.  Mental health training is broadly defined to include single training or multiple subject courses for training that include content such as signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, de-escalation techniques, and suicide prevention.  The funds can only be used on STC certified courses and in the four STC approved categories of tuition, per diem, travel, and replacement costs.

 

The second priority area, master instructor training, requires that one staff member attend training hosted by STC which will allow the participant to train other trainers with the agency. 

 

A budget adjustment is being requested increasing appropriations under the travel line item by $7,830 and increasing revenue - State Aid Grants in the same amount.  Funds not spent this fiscal year will be re-budgeted in FY 2020-21 as the grant period crosses fiscal years.
