BACKGROUND/SUMMARY:
The plans and specifications for the construction of the PWB-1911 Hospital Road Bridge - Low Water Crossing Replacement Project – FAP No. BRLKS-NBIL(501) was adopted by the Board on October 22, 2019. The approved resolution included the authorization for advertising the project for construction upon the contract award for consultant services for construction contract administration, engineering, inspection, and materials testing on the project. However, Caltrans has advised staff to award this project by late March of this year or sooner as they anticipate that available funding for high cost bridge projects such as this will start running out in May. Should the project funding run out, federal reimbursements will likely be delayed until federal fiscal year 2021/2022.
As it is in the best interest of the County to avoid further delay on this project as well as to ensure federal reimbursement be available after the project is awarded, staff has deemed it necessary to advertise this project for construction on January 24, 2020 prior to board approval for the consultant services for construction contract administration, engineering, inspection, and materials testing on the project. The bid opening is scheduled for February 27, 2020.
MNS Engineers, Inc. is deemed to be the most qualified consultant to provide the requested services resulting from the Request for Proposal Process in compliance with the procedures in Chapter 10 of the Caltrans Local Assistance Procedures Manual (LAPM), entitled "Consultant Selection". Staff has also received approval from Caltrans to proceed with the consultant contract award as required for federal aid reimbursement associated with the requested consultant services.
RMA will return to the board for award of the construction bid to the lowest responsible bidder on March 24, 2020. Construction is anticipated to begin in May/June 2020 and is expected to last until early 2022.
The project construction cost is estimated at $11,500,000.
