BACKGROUND/SUMMARY:
The Department of Elections has been impacted by 146 State Senate & Assembly Bills over the last 4 years. That is an average of about 37 bills a year which affects on average over 200 Election Code Sections each year. Each legislative cycle the Department has to incorporate these laws into the affected areas which include; Candidate Nomination, Ballot Layout, Voter Registration, Vote-by-Mail, Election Day/Night Operations, the Official Canvass (Election Audit) and Election Certification.
This election cycle is no different with 37 State Bills impacting over 150 Election Code Sections. The combination of changes this year will put not only the Department and Staff to the test but it will also impact our Election Volunteers and Voters. The Presidential Primary is the most complicated Election for Voters to understand. This is due to the number of variables which impact their options for voting for President. These variables do NOT impact the November General Election in the same way.
This presentation is to highlight the key legislative changes in Elections and provide an overview of the impacts to the Department, Volunteers and the Voters.
