Accept all bids for the PWB-1910 Cienega Road – Roadway Embankment Reconstruction – ER-32LO (426) & ER-32LO (427), find Precision Grade Inc. as the lowest responsive responsible bidder, award contract to Precision Grade Inc. in the amount of $125,190.00, approve contract and authorize the RMA Director to execute the contract upon receipt of all contract documents required in the Invitation for Bids, and authorize the RMA Director to issue contract change orders in an amount of not to exceed $12,519.00 (10 % of Contract Amount).

BACKGROUND/SUMMARY:
SUBJECT: PWB-1910 CIENEGA ROAD PM 13.92 & PM 14.08 – ROADWAY EMBANKMENT RECONSTRUCTION- ER-32LO (426) & ER-32LO (427)
On November 19, 2019, the Board of Supervisors adopted the plans and specifications for the PWB-1910 Cienega Road – Roadway Embankment Reconstruction – ER-32LO (426) & ER-32LO (427); found the projects are categorically exempt under CEQA Guidelines Sections 15301 and 15302; and authorized the advertisement for bids.
This project is funded under the Federal Highway Administration (FHWA) Emergency Relief, Permanent Restoration to reconstruct roadway embankment damaged from the 2017 winter storms. This project includes the reconstruction of the roadway embankment and the replacement of the pavement on Cienega Road at PM 13.92 and PM 14.08.
Bids were due on December 19, 2019 at 2:00 PM and four bids were received. Staff has identified Precision Grade Inc. as the lowest responsive responsible bidder in the amount of $125,190.00. The other bids received were from Monterey Peninsula Engineering in the amount of $169,850.00, from Graniterock in the amount of $151,862.00, and from Lewis and Tibbitts Inc. in the amount of $168,145.00. The Engineer’s Estimate was $176,725.00. Construction is to begin in February and to last one month.
