BACKGROUND/SUMMARY:
The California Governor's Office of Emergency Services (Cal OES) made available funding for allocation in relation to the Public Safety Power Shutoff events. San Benito County was allocated $366,071. The performance period of the grant is from July 1, 2019 - October 31, 2022. Eligible purchases and activities are outlined below:
- Equipment
- Generators
- Fuel Storage
- Emergency Communications
- Plans
- Continuity Plans
- Development/Update of Contingency Plans
- Risk Assessment
- Post-Event Reports
- Public Education
- One-time Costs for Resource Centers
The allocation requires the County to follow the purchasing guidelines (see attached) and provide two reports on the expenditures of funds to the State OES by November 30, 2020 and November 30, 2022.
County staff have identified two generators in the County system that are critically needed for essential County facilities. The first generator will be purchased and placed at the County RMA/Sheriff building located at 2301 Technology Parkway and the second generator will be located at the Road Department yard off of Southside Road. These generators are critical to the County to provide safety services during the Power Shutoffs in times of high fire danger.

Facilities staff contacted multiple sources for price quotes on a new generator for the RMA/Sheriff building but only received two quotes (see quotes attached). Additionally, staff have reviewed the retirement/sales option of the old generator located at the site, but have received limited interest and only one offer. Facilities staff have recommended the purchase of a New Caterpillar Diesel generator from Quinn Power Systems as the lowest quote received and the retirement/sale of the current generator to Quinn Power Systems located at the RMA/Sheriff building. The purchase price of the new generator is $58,050 and the sale price of the old generator will be $10,000. Total transaction price for the new generator will be $48,050.

Facilities staff are currently determining the type of generator needed for the Roads Yard. Quotes for the second generator located at the Roads Yard will be solicited at a later time.
Additional Funding
Additional programming uses for the PSPS allocation will be reviewed by OES staff to determine critical needs for the power shutoffs.
