BACKGROUND/SUMMARY:
The County Behavioral Health Department (BH) has since Dec., 2009 occupied through a lease agreement the 544 San Benito Street, Suite 102 to house and operate the Esperanza Center. Esperanza Center functions as a Drop-In Wellness Center offering treatment and social model rehabilitation programs for individuals who may seek support, or be at risk of mental health and substance abuse diagnoses. The owner of the property requires a five (5) year lease with a reasonable rent rate escalator applied annually through the progression of the lease term. It is time for the Behavioral Health Department to renew through amendment the lease agreement which would guarantee a foreseeable rent cost for five (5) years and allow space to continue the services in a highly describable location. The property owner has agreed to enter into this amended lease agreement with a clause in the lease stipulating that the Tenant and Landlord agree that with 90 days prior notice the Tenant may be released from the terms of this Lease Agreement if the Tenant should elect to relocate to a County owned or other leased facility.
OTHER AGENCY INVOLVEMENT: Client populations that this facility serves are often multiple service users involved with the services of other County Departments and community agencies.

2) Authorize the Board Chair to sign said 2nd Amended Facility Lease Agreement
