BACKGROUND/SUMMARY:
The Department of Health Care Services (Mental Health Div.) has been mandated by Court Order to provide Therapeutic Behavioral Services (TBS) for Medi-Cal beneficiaries under the age of 21 who meet medical necessity criteria for TBS. DHCS has contracted with the County to be the designated Mental Health Medi-Cal Managed Care Plan for San Benito County Medi-Cal beneficiaries. The County Behavioral Health Department must in turn fulfill the TBS mandate and also pay for additional mental health services when children/youth are in out of home placement. In reviewing our options to fulfill the mandate when San Benito County children are placed out of our County, we find that Charis Youth Center has the experience and staff resources to provide TBS and other mental health services on our behalf when San Benito County children are placed at their facilities.
TBS is a service for children/youth under the age of 21. The service is reimbursable through the Early and Periodic Screening, Diagnosis and Treatment Program (EPSDT) as a Medi-Cal eligible benefit. TBS requires extended contact with a child/youth by a trained staff person in response to, or to prevent imminent life crisis. TBS staffs are made available on site during designated time periods to provide individualized behavioral interventions and provide structure and support to meet client needs.
