Authorize the implementation of the Measure G Quick Start Road Improvement Projects Program and the use of the Enterprise Fund to improve road segments on Fairview Road; authorize the RMA Director to move forward with approval of the plans and specifications and Invitation for Bids process, subject to the RMA Director obtaining Board's approval for plans and specs and complying with public bidding processes as may be required by law and returning to the Board with proposed contracts for approval; authorize the RMA Director to approve a scope of work for projects in the amount not to exceed $8 million from the Measure G Program and approve the scope of work for $3 million from the Enterprise Fund; and approve in concept a budget adjustment from the General Fund in the amount not exceed of $8 million to be paid back from the Measure G and Enterprise Funds over the next five years and direct RMA staff to return with a Budget Adjustment Form and financing plan at a future Board meeting

BACKGROUND/SUMMARY:

On June 11, 2019, the Board of Supervisors delegated authority to the CAO to execute a Contract with Vanir Construction Management, Inc. in the amount not to exceed $299,872, subject to County Counsel approval, to review and evaluate the Pavement Management System (PMSU), prioritize sites, prepare civil engineering designs, advertise and award contracts, and Construction Management for the County’s portion of Measure G funding.

 

Staff was directed to move forward with a quick start road improvement project to capitalize on Measure G funding to local street and road repair, maintenance, and rehabilitation.  The contract shall comply with the Council of Governments (COG) Ordinance to ensure expenditures will be spent on specific projects as described in the Transportation Safety and Investment Plan.  Revenue from Measure G will only be spent on improving safety and traffic flow by repairing, maintaining, and rehabilitating local streets and roads. Due to the new agreement with Waste Connections, additional Enterprise funds will be available to repair Fairview Road and to add the necessary traffic controls impacted by the additional heavy waste hauling truck traffic.

 

Vanir Construction Management, Inc. will provide the County with a comprehensive approach to address immediate needs with several Quick Start Road Improvement Projects.  The scope of the contract included the following tasks:  Initial Site Visit, Data Research; Review and evaluation of the PMSU to prioritize sites; Civil Engineering Designs; Advertise, Bid and Award Contracts; and to perform Construction Management.  A Scope of Work increase for the Vanir Construction Management, Inc.’s contract will be brought forth to the Board of Supervisors at a later date to include the additional Measure G and Enterprise Funded projects.

 

The Measure G road projects identified are on Wright, Union, Southside, Shore, San Benito and Buena Vista Roads.  Other listed Measure G funded projects are Fairview Road/Fallon Road Traffic Signal-Intersection and Carr Avenue Bridge Replacement currently under design per separate contract with NV5 Company’s On-Call Engineering and approved Task Orders.  All projects will be brought back to the Board of Supervisors for construction contract award.  Updated project funding timing status and construction schedules will be provided at the time of each project construction contract award.

Staff respectfully recommends that the Board:

  1. Authorize the implementation of the Measure G Quick Start Road Improvement Projects Program and the use of the Enterprise Fund to improve road segments on Fairview Road;

  2. Authorize the RMA Director to move forward with approval of the plans and specifications and Invitation for Bids process, subject to the RMA Director obtaining Board's approval for plans and specs and complying with public bidding processes as may be required by law subject to the RMA Director obtaining Board's approval for plans and specs and complying with public bidding processes as may be required by law and returning to the Board with proposed contracts for approval;
