BACKGROUND/SUMMARY:

The Resource Management Agency has experienced a large number of vacancies over the last several years. Competition from other nearby jurisdictions, retirements, moving out of the area as well as other  personal reasons for leaving the County have left us with many vacancies. The County has also experienced an increase in building projects, including: new residential subdivisions, cannabis and hemp growing facilities, as well as other projects like ground mounted solar panels. This has increased the workload on staff and exacerbated the need to fill vacancies, promote competent staff, and increase staff resources to meet current needs.

Over the last several months, the Director has filled three (3) of the fifteen (15) vacancies, and promoted two existing personnel. The department has done, or is in process of, eleven (11) recruitment efforts. In order to meet current staff resourcing needs, the agency uses contract staff. The Public Works Division has three contract positions and the Planning and Building Division has one contract position. The County, along with the cities of Hollister, San Juan Bautista, and Gilroy, has staffed building inspector positions with personnel from 4Leaf Inc. With the promotion of County’s Building Inspector to Chief Building Official, we will need to continue staffing building inspector positions with full time employees and/or 4Leaf personnel, as needed, to perform inspections on the increasing number of projects being built in the County.

A recent recruitment process occurred to hire an Assistant Director for the department. The Director has reviewed and rejected applicants for the Assistant Director position. He has found that within the organization, an existing 4Leaf employee is most qualified to provide the management & leadership needed in the Department.

This contract amendment will facilitate moving the current Chief Building Official to the position of Assistant RMA Director, who will provide assistance to the Director in the management of the Planning and Building Division, as well as other duties as directed.

STAFF RECOMMENDATION:

  1. Approve Contract Amendment #4 with 4Leaf Inc. to continue providing professional services to the County RMA in an amount not to exceed $600,000.00 and extend the expiration date of service from December 31, 2019 to December 31, 2020.

  2. Authorize RMA Director to extend the contract for an additional two-year period, if necessary, and approve amendments up to 10% of the amended contract amount.

  3. Approve budget adjustment in the amount of $300,000.00 for FY19/20 contracted Assistant RMA Director position from salary savings.
