Accept bids received for the Behavioral Health Center project, find Silver Creek, as the lowest responsible bidder, award contract to Silver Creek Industries Inc. in the amount of $7,373,359.00, approve contract and authorize the RMA Director to execute it upon receipt of all documents required in the Invitation for Bids, and authorize the RMA Director to issue change orders per Public Contract Code 20142; approve budget adjustment in the amount of $6,100,000.00. On September 11, 2018, the board approved the RMA to go out to public bid for the Behavioral Health Center project.  The first time the project was bid, there were no bids received.  The project went back out to bid on August 1, 2019 and bids were received on September 12, 2019.  Silver Creek was the only contractor who submitted a bid for the work.  The bid amount of $7,373,359.00 was well under the county estimate for the work.

In a few weeks we will be coming back to the board for approval to bid out the site package for the project. It is estimated that a total of $6,100,000 of the $14,088,000 project budget will be spent in fiscal year 2019-20.

Staff recommends that the Board;

1. Accept the bid received for the Behavioral Health Center project; and

2. Find Silver Creek Industries Inc. as the lowest responsive responsible bidder; and

3. Award contract to Silver Creek Industries, Inc. in the amount of $7,373,359.00; and

4. Approve contract and authorize the RMA Director to execute it upon receipt of all documents required in the Invitation for Bids ; and

5. Authorize the RMA Director to issue change orders per Public Contract Code 20142.
