BACKGROUND/SUMMARY:
Background
Title IV-D of the Social Security Act is a federal/State partnership program established to enforce non-custodial parent's child support obligations. At the federal level, program administration is provided by the Office of Child Support Enforcement, within the Department of Health and Human Services. At the State level, the California Department of Child Support Services provides administration and oversight, with local child support services agencies at the County and regional level.
In 2002, the Board approved a Memorandum of Understanding (MOU) consolidating the administration of local Child Support Services and established the Santa Cruz-San Benito Regional Department of Child Support Services. Regionalization of the two counties has resulted in an improvement in the federal performance measures to date, including, but not limited to cost effectiveness.
Analysis
The attached FFY 2019-2020 annual POC memorializes respective responsibilities of the California Department of Child Support Services and the San Benito Local Child Support Agency with regard to case management, training, audits, outreach, program performance, fiscal administration, information security and privacy protection, federal grants, civil rights, and non-compliance.
