Approve Contract with Medina Systems Contracting, Inc., to replace existing Jail Controls to include New and Existing Jail Controls at Existing Jail to integrate with New Jail Expansion project, for the period of September 15, 2019 through June 1, 2020, for an amount not to exceed  $174,800.00.

BACKGROUND/SUMMARY:

Existing jail controls system is out dated, the proposal is to replace at existing jail and add to the new controls system for integration. Completed value engineering

 

Original scope was $186,000.00 now revised to $174,800.00.

 

This work is funds to be used from AB109.

 

Here, if the installation of the retrofit/upgrade control system for the existing facility is put out to bid and a different vendor ends up installing the retro-fit control system for the existing facility, then there would not be a single party responsible for the proper operation of the combined system. If the systems then don’t perform or interface properly, the County could end up with a situation where the designer/builder and the new installer each blame the other for any operational problems.  Thus, putting the contract out to bid would be undesirable and actually produce a disadvantage in this case. Graydon v. Pasadena Redevelopment Agency, (1980) 104 Cal.App.3d 634

Staff respectfully recommends that the Board:

  1.
