BACKGROUND/SUMMARY:
The Sheriff's Office is requesting authorization to enter into an amended agreement with Global Tel*Link (GTL), provider of inmate phone and device services, to add technology and extend the contract term. Amendment #3 provides the following changes and additions:

The term of this agreement is extended an additional two (2) years to 2023 from 2021 with an automatic renewal for two (2) additional one (1) year terms unless either party notifies the other at least ninety (90) days from the end of the current term or the renewal term.
New Equipment
GTL will provide tablet hardware and services in adequate supply to service inmate usage and needs.
GTL will install inmate phones, a fixed mount tablet and an ADA compliant phone and fixed mount tablet in each of the newly constructed housing units in addition to the 8 visitation units in the public visitation room.
An intake kiosk and one (1) countertop terminal for self-release payments will be provided at no expense to county.
Tablet charging stations will be provided in both the current and new jail.
GTL will add tablet docking stations to the current jail's housing units to allow for remote video visitation.
GTL will collect fees from tablet users as follows:
1). Voice communication - $0.30 per minute
2). Paid access - $0.05 per minute
3). Remote Video Visitation Services - $0.25 per minute
4). Replacement headsets or earbuds - $4.00
5). Messaging from inmate family/friends
$0.25 per written message
$0.50 per photo attachment
Financial Consideration
Commission on revenue from voice communications completed using tablets will be paid in accordance with the terms of the Agreement governing Inmate Telephone Services which currently is $0.02 per minute on completed billable intrastate calls. Paid access to tablets will be twenty-five percent (25%) of gross payments collected. Twenty percent (20%) of gross revenue will be received from billable video visitation service sessions. Commission will be deposited into the Sheriff's Inmate Welfare Fund and will be used to offset non-mandated general fund expenditures for the benefit, education and welfare of the inmates pursuant to Penal Code Section 4025.
Annual commission received is unknown at this time as this is a new service.
