BACKGROUND/SUMMARY:
The State Housing and Community Development Department (HCD) is processing the County’s application for Non-Competitive NPLH funds which the Board of Supervisors approved on May 21, 2019 with an accompanying Board Resolution. HCD has notified our Behavioral Health Department that our resolution requires an amendment to add verbiage under item number 4 of the Board’s NPLH Resolution the statement; SECTION 4. For Projects funded under Article II of the Guidelines, that County is hereby authorized and directed to submit one or more Project applications within 30 months of the issuance of the Department’s NOFA, proposing to utilize any Noncompetitive Allocation funds awarded to the County. The NPLH Program provides loans and grants to counties investing in permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or are at risk-of chronic homelessness. The State recognized that accessibility to funding allocations based on homeless population counts as an indicator of level of county need created an inequity for Small Counties in competing against Large Counties for NPLH funds. As such a pool of non-competitive NPLH funding was set aside with specific amounts made available to Small Counties willing to complete the application processes required of all counties applying for the NPLH funds. NPLH Non-Competitive Funds available to San Benito County are approximately $732,713. It is anticipated that County Behavioral Health as with a previous project will use a partnership approach with CHISPA (Community Housing Improvement Systems and Planning Association) to construct an NPLH funded project similar to the MHSA/CHISPA Buena Vista Apartments project.
