BACKGROUND/SUMMARY:
On July 24, 2018, the Board of Supervisors approved the 2018 HOME Investment Partnerships Program ("HOME") resolution authorizing the submission of the 2018 HOME First Time Home Buyers (FTHB) Program application in the amount for $1 million. The application was awarded in the amount of $1.1 million for the FTHB program which exceeds the application request by $100,000. As a result, the State Housing & Community Development (HCD) is requiring the County of submit a resolution with the correct amount awarded of $1.1 million. Once the amended resolution is submitted, HCD will then issue the contract for this program.
The FTHB program will assist low-income and very low-income families with down payment assistance to qualified First Time Homebuyers in the affordable self-help housing project to be developed by the Community Services Development Corporation located on Southside Road in San Benito County.
With the high cost of living and high housing rentals, it is virtually impossible for low-income and very low-income residents to afford market rate homes in San Benito County. Statistics show that there is a housing shortage in San Benito County of 2,194 homes. Of these, the need for very-low income residents are 520 homes; for low-income residents are 315 homes; for moderate income residents are 430 homes and for above average moderate income homes are 929 homes. The self-help housing project will target the very low-income and low-income residents with the 24 housing project on Southside Road. This type of housing project is very much needed in San Benito County. The last time such a project was developed was in 2013 lead by South County Housing for their 25 home project at Hillview.
