BACKGROUND/SUMMARY:
The Field of Dream Ad-Hoc committee has been working with County Staff to move forward with the project. Regional Park has been identified as a potential location for the project and in line with the 2010 Parks and Recreation Facilities Master Plan.
The Ad-Hoc has been actively seeking various options to bring additional recreation facilities to San Benito County. The vision of the committee includes minor alterations to the attached Conceptual Plan. The committee has met with various individuals and gained substantial traction.
To use Regional Park as the Park site, the County must lease or acquire 47 acres of unimproved open land from San Benito High School district. The County entered into an Inter-agency Cooperation Agreement amongst San Benito High School district, County of San Benito, and the City of Hollister. The agreement was designed to develop an access road; Implement Nash Road Closure; Develop Regional Park among the three agencies. Through the agreement:
A) Nash Road has successfully been temporarily closed Monday –Friday from 7 a.m. to 7 p.m.;
B) The Bypass access road has been built; and
C) Negotiating a lease agreement between the County and the High School.
The agreement outlined the potential of a property exchange between the City & County which included no public right of way, quitclaim or withdrawal easement of Nash Road. In consideration, the high School cool would Transfer title to land with permanent vacate of Nash Road.
Next Steps:
1) Enter into a 99-year lease with the high school for a portion of its approximate forty-seven (47) acres of unimproved property, located south of the San Benito High School campus located at 1220 Monterey Street, in Hollister, California
Or
2) The High School agrees to transfer fee title to the Park Property for Regional Park purposes to County, shall be in exchange for the permanent vacation of the Nash Road Closure by both City and County as a public right of way, and a quitclaim of any pre-existing fee or easement interest in the Nash Road Closure Area by the City and County to the District.
