BACKGROUND/SUMMARY:
The State Dept. of Health Care Services (DHCS), Mental Health Division requires local Board of Supervisors (BOS) approval of the County Behavioral Health Departments (BH) MHSA Plans, including DHCS required periodic MHSA Plan updates. The County Behavioral Health Dept. is responding to a recent requirement to submit a 3 year Evaluation of its Prevention and Early Intervention (PEI) Programs that are a component of the County MHSA Plan. The PEI evaluation report as a requirement can only be submitted as a component of an MHSA annual plan update. There are no significant changes in this FY 2019-20 MHSA Plan update as it reflects the still ongoing FY 2017 thru 2020, 3-Yr. MHSA Plan Update that was previously approved by the BOS on August 21, 2018.
This FY 2019-20 MHSA Annual Plan Update is more a function of the requirement to allow for the submission of the 3 Year PEI Evaluation that must be integrated into an MHSA Plan update to be accepted for submission to the Department of Health Care Services (DHCS) and the MHSA Oversight and Accountability Commission (OAC). The MHSA Prevention and Early Intervention (PEI) program components that have been implemented and are the focus of the PEI Evaluation Report were designed to cover a widespread cross section of population age ranges that present issues that pose high risk and vulnerable situations for diagnosable levels of mental illness.
The required Public Posting/Comment Period and a Public Hearing review and input processes for the MHSA Plans have occurred, as well as Behavioral Health Board approval for this MHSA Plan and 3 Year PEI Programs Evaluation to go forward for Board of Supervisors Review and approval.
