Approve contract with SCI Consulting Group for cannabis support services in the amount not to exceed $150,000.00, from July 1, 2019 to June 30, 2020.

SCI Consulting Group (SCI) provides public policy and finance consulting services with 34 years of experience assisting public agencies in California. In addition, SCI provides cannabis-related services to public agencies in California including community support analysis, ordinance development, fee studies, taxation, implementation, application process development, application review and scoring, monitoring and compliance inspections, business tax auditing, and community outreach.

Staff recommends the Board of Supervisors approve the contract with SCI pursuant to section 5.09.010(A) of the San Benito County Code, because SCI has advanced, specialized type of knowledge, expertise and training, and an extensive knowledge of the Regulatory Cannabis Business, critical to evaluating and raking cannabis business applications.  SCI will use its expertise to assist and support County Staff in the selection process to identify the optimal cannabis applicants, based on established cannabis business regulatory ordinance chapter 7.04.

Application Evaluation and Initial Ranking for phase 2:

1. Coordination & Planning Meeting; and
2. Review, Rank, Document and Make Recommendations on Applications.

Contractor will provide County their recommendations to identify the applicants which have passed Phase 2 with at least an 80% or higher score.

In addition they will prepare County Selection Committee for Phase 3 Interviews.
