BACKGROUND/SUMMARY:

Our current vendor at the jail provides food service to both the jail and juvenile hall.  Although the vendor has provided service for several years, recent negative reviews of the service's food product by both staff and inmates, have prompted management to explore the possibility of bringing the food preparation and service in-house. Since 2002, food has been prepared off-site at Santa Rita Jail using inmate labor then transported to our facility and reheated.  By bringing the food service in-house, management will have quality control which will ensure that all aspects of California Code of Regulations, TItle 15 and TItle 24, are being met. 

 

Trinity Food Service will provide a food service supervisor and lead cook 7 days a week through morning meal prep and serve through evening dinner prep, serve and daily clean-up.  Trinity Food Service has staff coverage for days-off, vacation and sick-call.  Inmate labor will be used, as it is now, to assist with meal preparation and clean-up.

 

In addition to ensuring regulations are being met, Trinity offers Food Service Vocations Programs  which will give inmates training in all aspects of food service which will be introduced as one of the jail's re-entry programs under AB 109.

 

Financial Consideration

Per meal cost is based on a population sliding scale.  It is anticipated that the jail population will remain between 130-139 which would be $2.15 per meal for the adult population.  The juvenile population has a wider variance so the per meal cost would be $3.754 for a population of 5-9 and $2.5 for a population of 10-14.  Based on the average daily population for the past year and using the sliding scale, the total annual cost for this contract would be approximately $354,568 ($327,241 jail; $27,327 juvenile). Should the inmate population increase with the jail expansion, the cost per meal will decrease.

 

This is a three year contract that will automatically renew for two (2) two-year extensions.  The per meal cost will be adjusted each year based on the US Bureau of Labor Statistics, Food Away from Home price index.  The maximum percentage increase allowed for any year will not exceed 4%.

 

Trinity Service Group will offer meals to staff at the cost of $2.25 per meal paid directly by the employee via a point of sale terminal.
