BACKGROUND/SUMMARY:
The County has multiple County Service Areas for which it provides services such as water, street lighting, storm drainage, street sweeping, and road maintenance.
The County previously adopted a policy against providing services in CSA's without a current fee, adopted pursuant to Proposition 218. The current policy would allow the Board to allow such services on a case by case basis, assuming adequate reserve funds, but maintains the general policy that on-going services (absent special Board approval) requires an adopted CSA fee.
The attached resolution also memorializes when specific services can be provided, thus ensuring clear County policy.
