RESOURCE MANAGEMENT AGENCY

1. Approve Contract Amendment  #3 for the 4LEAF Professional Services contract to add additional compensation in an amount not to exceed $391,960.00 and extend the expiration date of service from  June 30, 2019 to June 30, 2020. 2. Approve a contract with 4LEAF for Public Works Inspector Services for the term of May 21, 2019 through June 30, 2020 in an amount not to exceed $348,806.00.

On May 8, 2018 the Board of Supervisors approved a Contract with 4LEAF Inc. for professional services to assist the Resource Management Agency with building permit and civil plan review, on-call permit inspections and Building Official technical guidance. The term of the Original Contract was from May 1, 2017 through June 30, 2018 with a compensation amount not to exceed of $490,550.00.  Contract Amendment No. 1 was approved by the Board of Supervisors on June 26, 2018 to extend the term of the contract from June 30, 2018 to June 30, 2019 and to add additional compensation in an amount not to exceed $300,000.00 to pay for the continuation of services. Amendment No. 2 was approved by the Board of Supervisors on December 11, 2018 to add additional services and compensation in an amount not to exceed $250,000.00.

The services being provided by 4LEAF are still essential for the Planning and Building Department. This Amendment No. 3 is to add additional compensation in an amount not to exceed $391,960.00 for the continuation of services through the term of June 30, 2020.

The purpose of the new 4LEAF Contract is to continue providing Public Works Inspector services for the County. The Resource Management Agency would like to recruit for a full time County Public Works Inspector to replace the Contract Public Works Inspector.

2. Authorize RMA Director to extend the contract for an additional two-year period if necessary and approve amendments of up to 10% of the contract amount.
