Read title, waive further reading, and accept introduction of an ordinance relating to the appointment of certain County department heads by the County Administrative Officer and the CAO's hiring and supervisory authority, through the amendment of Chapters 3.01 and 3.03 of the San Benito County Code; Accept introduction, waive further reading of the ordinance and continue to May 21, 2019 for adoption.

BACKGROUND/SUMMARY:

At the Board retreat, the Board was presented with discussion relating to having the CAO appoint and supervise the majority of County Department Heads.  A change in the County's ordinance has been prepared to adopt this change.  This ordinance would not apply to department heads appointed under specific provisions of California law, e.g. Agricultural Commissioner, County Counsel, etc.  This would allow supervision to occur directly by the CAO, in an more efficient and direct manner.

STAFF RECOMMENDATION:

Read title of the ordinance:  An ordinance of the Board of Supervisors of the County of San Benito, Amending Chapter 3.03 "Personnel" and Amending Article VI "County Administrative Officer" of Chapter 3.01, both part of Title 3 "Administration and Personnel" of the San Benito County Code.

 

Make a motion to:

Accept introduction, waive further reading of the ordinance and continue to May 21, 2019 for adoption.
