BACKGROUND/SUMMARY:

On July 1, 2016, Governor Brown signed legislation enacting the No Place Like Home (NPLH) Program to dedicate $2 billion in bond proceeds for the development of permanent supportive housing. The NPLH Program provides loans and grants to counties investing in permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or are at risk-of chronic homelessness. The access to the bond funding will require a competitive application process. The State recognized that accessibility and funding allocations based on homeless population counts and demonstrated level of need created an inequity for Small Counties in competing for NPLH funds. As such a pool of Noncompetitive NPLH funding was set aside with specific amounts made available to counties willing to complete the application processes required of all counties applying for the NPLH funds. The first round of NPLH Non-Competitive Funds Notice of Funding Applications (NOFA) has been recently announced and it is identified that approximately $732,713 is the estimated amount that could be available for San Benito County. The NPLH Bond award application and project implementation are highly complex projects for counties to implement. It is anticipated that County Behavioral Health as previously with the successful partnership approach with CHISPA (Community Housing Improvement Systems and Planning Association), that culminated in the construction of the Buena Vista Apartments project that made available a number of MHSA (Mental Hlth. Serv. Act) funded apartment units, will utilize NPLH Funds on a similar project in partnership with CHISPA.

1)      Adopt  Resolution ___ accepting the County of San Benito noncompetitive allocation award under the “No Place Like Home” Program,  and;

 

2)   Authorize the Behavioral Health Director to submit and sign the Allocation Acceptance, Certification Contract Forms, associated NPLH funds application documents and the State of California Standard Agreement.
