Delegate authority to CAO to execute a Contract with Vanir Construction Management, Inc. in the amount not to exceed $49,840 for reviewing and evaluating the cost to build the Behavioral Health Center.

BACKGROUND/SUMMARY:
The cost to construct the Behavioral Health Center has escalated since the original cost estimate. Many factors have contributed to the steep escalation of construction pricing. There has been an increase in the demand combined with a shortage of constructions firms in California and skilled labor. Vanier has identified additional factors in its proposal.
Vanier will evaluate the Behavioral Health Center, to see if there are viable options to reduce the cost to construct the Behavioral Health Center. Price to contruct the Behavior Health Center have escalated exponentially.
Within the scope of the contract contractor will evaluate the following:

Cost Management,

Constructability & Plan Review,
-
Contractor Pre-Qualification Process,
-
Bid Solicitation (Marketing), and
-
Pre-bid Conferences.
The County Staff recommends the delegation of authority to CAO to execute a contrat with Vanir. Vanir will evaluate if there are any viable options to reduce the cost of the Behavioral Health Center with Vanir. Vanir Construction Management, Inc. continuously tracks the construction market across the nation to forecast variations in the market for their clients. The County has worked with Vanir in, and they have a great understanding of the counties need, and capacities and with their expertise is the contraction industry they can provide the County guidance on the feasibility of the Behavioral Health Center. Staff recommends the Board of Supervisors find it to be in the public interest to sole source contract for reviewing, evaluating, and recommending cost reductions for the Behavioral Health Center under section 5.09.010(A) of the San Benito County Code.
