BACKGROUND/SUMMARY:
The Drug Medi-Cal Organized Delivery System (DMC-ODS) is a pilot program intended to make improvements to the Drug Medi-Cal service delivery system through critical elements required as part of the DMC-ODS pilot project. The DMC-ODS pilot project is a county discretionary, opt-in to participate program. The DMC-ODS pilot utilizes a Continuum of Care service delivery model based on the level of care assessment tool known as ASAM (American Society of Addiction Medicine). A broader continuum of services must be available to clients as a requirement of participating in the DMC-ODS. Clients should benefit from access to a broader array of SUDS (Substance Use Disorder Services) but it is important to recognize that a small county often is challenged to meet minimum requirements set by the state and federal governance entities. It is anticipated that it will take time to build the availability of the full array of services required by the DMC-ODS but it is a known expectation by the State Department of Health Care Services (DHCS) that counties that opt-in are experiencing the challenges of building new and expanded service delivery systems. In a small county such as San Benito with proximity to large neighbor county service providers available through contract procurement and within the travel time and distance requirements required by the DHCS, the required services that are not available through direct county service provision can be provided by constructing a network of contracted service providers. Building such a network though requires county administrative oversight and stringent management of contractor provided MediCal services authorization and audit reviews of services MediCal reimbursement claiming. Consequently there will be increased need to strengthen County Beh. Hlth administrative staffing support. The DMC-ODS project implementation process will be complex and labor intensive but the end outcome should result in more people receiving SUDS Treatment.
OTHER AGENCY INVOLVEMENT: Other County Departments, Schools, the Court System and Detention systems refer clients for substance abuse services.

STAFF RECOMMENDATION:
1) Adopt attached Board of Supervisors Resolution and authorize the Chair of the Board to sign said resolution to accept the Intergovernmental Agreement No. 18-95155, with the State Department of Health Care Services, Substance Use Disorders Programs for the period of June 28, 2019 to June 30, 2021; and
2) Authorize the County’s Behavioral Health Director to sign Agreement No. 18-95155 and Associated other documents and certifications with the State Department of Health Care Services, Substance Use Disorders Programs to Opt-In to the Drug MediCal Organized Delivery System Project.
