Approve an initial list of county roads to receive light maintenance (potholing), and direct staff to continue with procurement of contractor services to complete these road improvement projects in an amount of approximately $980,000.00. This list of roads can be modified or enlarged depending on funding availability.

BACKGROUND/SUMMARY:

As has been widely discussed, the county's roads are in need of various degrees of maintenance.  On a scale of 0-100, the county's roads average a pavement condition index of 37.  As a first step to improving the county's roads, county staff is recommending that the Board of Supervisors review and approve the attached list of roads and authorize staff to proceed with the procurement process to retain the services of from one(1) to three(3) paving companies to provide light maintenance and repair to 16 county roads totally 75.2 miles.

 

With Board of Supervisor's approval, staff will prepare bidding documents, solicit bids, prepare contracts, and return to the Board of Supervisors for approval of contracts with the winning bidder(s) in May 2019.  It is anticipated that these road improvement projects will be completed by Labor Day weekend if not before.  County staff will provide the Board of Supervisors periodic updates about the progress of this work.

 

The project list presented at this meeting represents the most heavily used roads in the county and what staff believes are the highest priority.  It is intended to be a first list of projects and as additional funding becomes available a new set of roads will be present to the Board for its approval. Careful consideration was used to ensure that this list of roads did not duplicate roads on other project lists.  Each project list is separate from the other lists based upon the source of funding. For example, Cienega Rd will be rehabilitated using impact fees from the Holllister Hills off-highway vehicle park, and John Smith Rd. will be rehabilitated using landfill impact fees.  This list of projects is being paid for from the Road Fund budget.
