Approve a contract with EMC Planning Group for environmental review services for the preparation of the Initial Study for the Assisted Living Facility Project located at 3586 Airline Highway for the term of April 16, 2019 through June 30, 2020 in the amount not to exceed $49,746.50.

A Reimbursement Agreement with John Wynn and Nader Javid will be considered by the Board of Supervisors prior to the start of this Contract. The Reimbursement Agreement is for full reimbursement of County costs related to the proposed project located at 3586 Airline Highway. An Initial Study will be completed to evaluate the potential environmental impacts and propose any mitigation measures if needed for this project.

The proposed project is an assisted-care facility with 155 rooms and 180 beds in two three-story buildings with a combined interior area of approximately 136,367 square feet. Sunnyslope County Water District (SSCWD) has indicated they have capacity to serve the project’s water demand and sewer treatment needs.

1. Approve a contract with EMC Planning Group for environmental review services for the preparation of the Initial Study for the Assisted Living Facility Project located at 3586 Airline Highway for the term of April 16, 2019 through June 30, 2020 in the amount not to exceed $49,746.50.
2. Authorize RMA Director to extend the contract for an additional two-year period if necessary and approve amendments of up to 10% of the contract amount.
