1. Adopt a resolution authorizing the Chair to execute Agreement Number 18G30135 with the Secretary of State's Office to receive AB-1824, Chapter 38 (Stats. 2018) grant funds in the amount of $348,500.00 and authorizing the County Clerk-Auditor-Recorder & Ex-Officio Registrar of Voters, or their designee, to conduct all negotiations, execute and submit all documents including, but not limited to, payment requests for reimbursement, and is authorized to execute any further documents, contract extensions or amendments as is necessary to implement the award of reimbursement; and

2. Approve budget adjustment in the amount of $75,000.00 (revenue increase) for FY-2018/19. (4/5 vote)

BACKGROUND/SUMMARY:

The Governor's fiscal year 2018-19 state budget provides $134 million for counties for the replacement of voting systems, including all tabulation equipment, accessible equipment, electronic management system software and hardware, electronic poll books and ballot on demand printers. This cost includes a one-time purchase of all the necessary hardware, software, peripherals and on year's work of software licenses.  San Benito County is allocated $348,500.00 of the $134 million in funding.

 

The $134 million dollars requires that the county match funds for eligible expenditures on a dollar-for-dollar basis up to the allocated amount of $348,500.00 on a reimbursement basis.  

 

The County may seek reimbursement for payments made for previous and future acquired voting equipment, ballot on demand system, electronic poll books, and vote-by-mail drop box which were purchased or leased during the 2016 & 2018 Election cycle.

 

The funding for each county for voting system replacement was approved and set through the fiscal year 2018-2019 state budget process.  The amount allocated to each county is fixed and was based on a variety of factors and assumptions, including such things as county size, number of precincts, and voting equipment needs.  Reimbursement will be allowed for qualifying payments mad pursuant to a purchase agreement, lease agreement, or other contract made after April 29, 2015, through June 2021.
