Approve a three year agreement with SCI Consulting Group to serve as the Engineer of Work and provide professional consulting and levy administration services for the County Mosquito Abatement Program from July 1, 2019 through June 30, 2022, for a total cost of $28,500.00, plus actual expenses not to exceed $800.00.

BACKGROUND/SUMMARY:
Since the mosquito abatement parcel assessment was approved by the voters in 2007, SCI Consulting Group has provided the county with the annual assessment rate for each parcel. SCI Consulting Group also prepares the annual Engineer’s Report and performs related work for the calculation and collection of funding assessments. The current agreement expires June 30, 2019. It is necessary to enter into a new agreement to assist with future assessment rolls beginning with FY2019/2020.
SCI Consulting Group has provided the county with a proposed Three (3) year agreement with a provision where the agreement could be extended.
The annual cost is distributed as follows:
FY2019/2020 $9,400
FY2020/2021 $9,500
FY2021/2022 $9,600
During the previous approval process for the agreement, the Board of Supervisors determined that the services provided by SCI Consulting Group fall under the County’s sole source provider policy, due to the highly specialized nature of the services.
