Adopt the plan to revise the proposed connection of San Juan-Hollister Rd to Union Rd as currently included in the design of Caltrans' Highway 156 Improvement project. The revised plan would increase safety and improve traffic operations by placing a cul-de-sac at the south end of San Juan-Hollister Rd and eliminating the connection to Union Rd. If adopted, Caltrans will revise their current plans to incorporate these improvements, Route 156 Expressway – San Juan Hollister Rd Connection to Union Rd.

BACKGROUND/SUMMARY:

The Caltrans San Benito Route 156 Improvement Project will construct about 5 new miles of 4-lane at-grade expressway from The Alameda in San Juan Bautista to Business Route 156 near Hollister. The current plans propose an intersection (similar to existing conditions) which connects San Juan-Hollister Rd to Union Rd in proximity to the Route 156 intersection with Mitchell/Union Rd. Historically, the close proximity of these intersections have caused traffic conflicts that negatively impact the Level of Service (LOS) of the Route 156 intersection.  During peak hours, the traffic movement through the San Juan-Hollister and Union Rd intersection increases congestion on Union Rd by impeding the efficient flow of traffic through the competing intersections.  Additionally, the short distances, high speeds and line-of-sight impacts through this section cause safety concerns.

 

County and Caltrans staff agree that the proposed elimination of the San Juan-Hollister Rd connection with Union Rd would be beneficial to address needed congestion improvements along Union and Route 156 as well as safety improvements.  A cul-de-sac would be placed at the south end of San Juan-Hollister Rd with a County-maintained gate for emergency vehicle access. The proposed change may result in reduced project costs by reducing the need for right-of-way acquisition and will not impact the project deadlines.
