Approve the appointment of Deputy County Administrative Officer, Edgar Nolasco, as the primary and Budget Officer, Stewart Patri, to serve as alternative on the Board Director to the California State Association Counties-Excess Insurance Authority (CSAC-EIA). As participants of CSAC-EIA, by-laws require that the County appoint representatives to sit on the Board of Directors; authorize the Chair to sign letter of appointment.

BACKGROUND/SUMMARY:
The California State Association of Counties Excess Insurance Authority (CSAC-EIA) is a member directed insurance risk sharing pool which formed in 1979. CSAC-EIA is a recognized leader and pioneer in the pooling and risk management community in California and nationwide. Many California public agencies purchase insurance coverages through CSAC-EIA for Excess Workers’ Compensation, Property, General Liability, Excess, Pollution Liability and Cyber Liability Insurance. CSAC-EIA has helped public entities and local communities preserve their resources by reducing their cost of risk and by providing the most competitive pricing for insurances. Some of the largest and most financially stable insurer groups in the United States underwrite the programs provided by CSAC-EIA.
The County is enrolled in the excess insurance programs of the California State Association of Counties Excess Insurance Authority (CSAC-EIA). The CSAC-EIA requires that each of the participating counties in the Excess Insurance Authority appoint a voting member and an alternate to the Excess Insurance Authority Board of Directors. The County appointed member represents the County on the Insurance Fund Board at the quarterly meetings. In the event that the appointee is unable to attend, the alternate is authorized to vote in the capacity of the county appointee. All of the decisions that the CSAC-EIA Board of Directors are faced with are financial in nature that include the evaluation of actuarial insurance valuations, funding policies and loss reserve considerations.
The action requested is that the Board of Supervisors appoint Deputy County Administrative Officer Edgar Nolasco as the primary and Budget Officer Stewart Patri to serve as alternative on the Board Director to the CSAC-EIA Board.
