 1)  Approve a professional services contract with Al Fresco Landscaping Inc. for routine maintenance and operation of storm and drainage facilities and/or maintenance of landscaping in twelve (12) County Service Areas for the term of January 1, 2019 through January 1, 2022, with two (2) one-year options to extend the term, unless sooner terminated, in an amount not to exceed $69,870 annually or a total contract amount of $349,350 for five (5) years; and,

 2)  Authorize the RMA Director to approve and execute the two (2) one-year extensions.

BACKGROUND/SUMMARY:

The County of San Benito has twelve (12) County Service Areas (CSAs) whose services include maintenance and operation of storm and drainage facilities and/or maintenance of landscaping. Those CSAs include: CSA 9 Ridgemark, CSA 16 Holiday Ranch, CSA 21 Long Acres, CSA 23 Rancho San Joaquin, CSA 24 Santa Ana Acres, CSA 28 Heatherwood, CSA 42 Lemmon Acres, CSA 46 Quail Hollow, CSA 47 Oak Creek, CSA 51 Comstock Estates, CSA 53 Riverview Estates, and CSA 55 Creekside 5/6. Services will include all necessary personnel, equipment, tools, materials, and expertise to maintain healthy drainage culverts, grass, trees, shrubs, and plants within the CSAs. Services will be provided in a matter that will present a clean, free of obstruction (culverts and detention ponds), neat, pest and disease free environment and appearance of each CSA (landscape areas).   

In an effort to improve service delivery to these CSAs, the Resource Management Agency issued a Request for Proposals in the Fall of 2018 for contract drainage and landscape maintenance services.  Al Fresco Landscaping Inc. was the lowest responsive bidder with an annual not-to-exceed amount of $69,870 and a total contract amount of $349,350 over five (5) years.  The costs associated with the proposed contract are included in each of the CSAs assessments and approved FY 2018-19 budget. The annual costs per CSA is highlighted in the chart below and in Attachment A of the agreement attached to this report.
