Consider adoption of an Ordinance amending Chapter 11.09 of the San Benito County Code providing for the regulation of ambulance service in San Benito County:

1) Read title of ordinance; 

2) Make a motion to accept the introduction;

3) Waive the reading of the ordinance; and

4) Continue to February 5, 2019 for adoption.

BACKGROUND/SUMMARY:

Overview:

In 2014, the County Board of Supervisors approved Ordinance No. 923, thereby repealing Ordinance No. 637 and adding Chapter 11.09 to the San Benito County Code. The Ambulance Ordinance is in accordance with Division 2.5 of the Health and Safety Code, section 1797 and was established for the following purposes:

 

  1. Establish formal policies and regulations for issuing certificates and permits, and regulating the operation of ground ambulances within the County

  2. Protect the public by assuring that ambulances operate safety and meet certain minimum levels and standards of equipment, staffing and mechanical reliability

  3. Allow for adequate, appropriate and efficient ambulance services in all areas of the County

  4. Allow for the orderly and lawful operation of a local emergency and nonemergency medical services

  5. Allow for all ambulance services to be a part of the county EMS system with the necessary training, policies, procedures and communication systems

 

EMS respectfully requests adoption of the ordinance amending Chapter 11.09 for the following reasons:

 

  1. To align with local EMS policies, procedures and protocols and updated technology (11.09.008,11.09.011, 11.09.020)
  2. To reflect changes to the EMS System as required by the State. (11.09.007, 11.09.045)
  3. Updated terminology (11.09.027)
  4. Clarified requirements (11.09.041)
