Approve Amendment #4 to the Agreement with American Medical Response which increases the rate of all charges by three percent (3%), corrects references to exhibits, and corrects the CPI percentages used to calculate the annual adjustment, and authorize the Chair of the Board of Supervisors to sign the amendment.

BACKGROUND/SUMMARY:

American Medical Response (AMR) has an agreement with San Benito County to provide Advanced Life Support and transportation services for the 911 system.  The agreement is effective October 1, 2014 - June 30, 2019.

 

Section 9.3 of the agreement allows the Contractor to adjust the base rate, mileage rate, oxygen rate, and emergency rate annually. In addition, the Contractor may request an extraordinary rate increase for these services under certain circumstances stated in the agreement. In addition, the Contractor may increase the ancillary charges rates as they change from time to time, including at the same time as the annual adjustment of the   base rate, mileage rate, oxygen rate, and emergency rate is requested.

 

Since executing this agreement, Contractor has made annual rate increase request, with the exception of 2018 (Contractor did not request an increase for 2018).

 

In accordance to the provisions in Section 9.3, Contractor submitted its request to the County to increase all rates for 2019 by 3%. This increase request is less than the Contractor is entitled under the agreement to request. This increase will have no affect to the County EMS budget as it only applies to the rates incurred for services rendered to patients for calls for service within San Benito County. 

 

The reason for this amendment #4 is to adjust the rates as stated above, correct references to the correct exhibits, and to adjust the CPI percentage rates to reflect 100% rather than 99% when added together (each CPI category was increased by 0.33%).

The Emergency Medical Services Agency respectfully request the following:

 

1. Approve Amendment #4 to the Agreement with American Medical Response which increases the rate of all charges by three percent (3%), corrects references to exhibits, and corrects the CPI percentages used to calculate the annual adjustment; and

2. Authorize the Chair of the Board of Supervisors to sign the amendment.
