BACKGROUND/SUMMARY:

In 2017, Belli Architectural Group prepared construction documents for the replacement of the elevator at the Hall of Records.  Staff estimated that the most cost-effective solution was to modernize the existing hoistway.  However, after advertising for bids, only one bid was received and greatly exceeded the project budget.  After further research, staff believes that a prefabricated elevator constructed on the building exterior is the most feasible solution.  A prefabricated elevator arrives on-site ready to install, including all the structure and machinery.  A general contractor is needed however to prepare the pit and electrical and then put a finish on the exterior of the hoistway.  Belli will prepare plans to address these requirements.  Once the design is complete, staff will return to the Board for procurement of the elevator and general contractor.  Although construction won't take very long, there is a long lead-time for fabrication of the elevator.  Therefore, staff needs to work quickly to get the elevator installed in time for the March 2020 election.
