Approve contract with Vanir Construction Management, Inc. in an amount not to exceed $75,000, to provide a Facilities Safety and Security Assessment.

BACKGROUND/SUMMARY:

As part of providing a safe and secure work place for county facilities, there are a wide variety of potential safety measures including; environmental designs, physical improvements, technology, and training that can be undertaken to mitigate the potential damage a disaster or attack could have on county facilities and staff.  Due to this commitment to safety, staff received a proposal from Vanir Construction Management to assess the county's safety and security.

 

The assessment proposed by Vanir includes the following steps:

 

  1. Data Acquisition and Research
    Vanir will meet with county staff and management and discuss criteria used for evaluation of safety and security, determine appropriate extent and criteria for evaluation and gather pertinent information needed for the assessment.
  2. Software Customization
    Vanir will utilize data collected in the first step and use specialized safety and security software to reflect situations and conditions specific to San Benito County.
  3. Safety and Security Assessment Field Surveys
    Vanir Team will visit county offices to take measurements, discuss procedures with staff, and identify potential weaknesses.
  4. Evaluation of Data, Preliminary Report, and Final Report
    A report will be drafted and presented to the County.  Report will include include a summary of findings and recommendations for improving safety and security.
The Facilities Safety and Security Assessment will be funded through various sources which include a cost allocation and general fund or Trindel funding.

Staff respectfully recommends that the board of Supervisors:

  1. Approve contract with Vanir Construction Management Inc. in an amount not to exceed $75,000.
  2. Authorize the Chair to sign contract.
