Approve Addendum to Commercial Lease Agreement between the County of San Benito and Community Services Development Corporation for the Community Transition Center (CTC) located at 1111 San Felipe Road, Suite 101, Hollister, CA, for FY2018-2019.

BACKGROUND/SUMMARY:

The Community Corrections Partnership (CCP) Local Action Plan includes funds for the development and operation of a Community Transition Center (CTC) to assist and support individuals in their re-entry into the community from the criminal justice system. The Board previously approved the CCP Local Action Plan on August 18, 2015, to include authorization for the Chief Probation Officer to negotiate an amendment to the County's commercial lease agreement with the Community Services Development Corporation (CSDC) to establish and operate the CTC.

 

The original commercial lease agreement between the County and CSDC was entered into on April 28, 1992, and was amended on February 26, 2004.  It has been amended several times since then, regarding other suites located in 1111 and 1131 San Felipe Road, for office space used by other County Departments, but those amendments were not applicable to the space used for the CTC.  The Board approved an Addendum to the commercial lease agreement on February 1, 2016, in order to lease 1293 square feet of office space for the CTC, to be located in Suite 101 of 1111 San Felipe Road.  A second Addendum was approved on January 20, 2017.  The current (third) Addendum applicable to Suite 101 would be for a period of February 1, 2018 through June 30, 2019, with an option to renew it for a period of five years.  It increases the monthly rent for Suite 101 by 3.5% or $636.00 per year.

 

The Probation Department is recommending the Board of Supervisors approve this Addendum, renewing the lease of 1111 San Felipe Road, Suite 101, for a period of February 1, 2018 through June 30, 2019, at the rate of $1,565.00 per month, effective as of February 1, 2018, and authorize the Interim Chief Probation Officer to sign this Addendum.  Funding will be provided through the CCP Local Action Plan/AB109.  No county general funds will be used for this Addendum.  As stated in the original lease, if funding is no longer available, the lease of Suite 101 can be cancelled with 90 days' written notice.

It is recommended that the Board of Supervisors approve the Addendum to the commercial lease agreement with the Community Services Development Corporation for the Community Transition Center located at 1111 San Felipe Road, Suite 101, Hollister, CA for FY2018-2019, and authorize the Interim Chief Probation Officer to sign the Addendum.
