1. Approve the federal fiscal year 2018-19 Plan of Cooperation between the California Department of Child Support Services and the San Benito Department of Child Support Services, and authorize the Director of Santa Cruz/San Benito Regional Department of Child Support Services to sign on behalf of the County; and

 2. Approve the Santa Cruz/San Benito County Regional Department of Child Support Services Memorandum of Understanding for the purpose of continued consolidated administrative functions of their respective local child support services agencies, and authorize the County Administrative Officer to sign on behalf of the County.

BACKGROUND/SUMMARY:

Executive Summary

Since 2002, the Santa Cruz-San Benito County Regional Department of Child Support Services has operated with a shared administration, resulting in increased efficiencies and service quality in delivery of Title IV-D child support program services, that would have been difficult to obtain without consolidation. The attached memorandum of understanding (MOU) continues the shared administrative function arrangement and extends the term through June 30, 2021.

 

Background
Title IV-D of the Social Security Act is a federal/State partnership program established to enforce non-custodial parents’ child support obligations. At the federal level, program administration is provided by the Office of Child Support Enforcement, within the Department of Health and Human Services. At the State level, the California Department of Child Support Services provides administration and oversight, with local child support services agencies delivering services at the County and regional level.

 

In 2002, the Board approved a Memorandum of Understanding (MOU) consolidating the administration of local Child Support Services and established the Santa Cruz-San Benito County Regional Department of Child Support Services. Regionalization of the two counties has resulted in an improvement in the federal performance measures to date, including, but not limited to cost effectiveness.

 

Analysis
The attached Memorandum of Understanding extends the term through June 30, 2021, providing continuity of a successful arrangement and aligning the term with the upcoming two-year budget implementation.

 

Financial Impact
The attached MOU is a non-monetary arrangement. Approval of the MOU allows the economies of scale and efficiencies gained through administrative consolidation to continue through June 2021.
