BACKGROUND/SUMMARY:

The Federal Highway Administration (FHWA) approved funding for the replacement of Union Road Bridge on 7/24/2007, Rosa Morada Road Bridge on 9/1/2010, and Rocks Road Bridge on 9/1/2010.

 

As part of the process to complete these projects it is necessary to secure the right-of-way. Associated Right of Way Services Inc. is one of three agents that will be used on an on-call basis. The intent of having three contractors is to ensure that at least one will be available at all times for any of the bridge replacement projects.  Thus, RMA will only use $200,000.00 for right-of-way services regardless of the subcontractor and not $200,000.00 for each.

 

It is anticipated that the contract amount used will be 96 percent reimbursed by FHWA and the remaining four percent will be paid for from the Road Fund. Therefore, this contract will not impact the General Fund.

STAFF RECOMMENDATION:

1.    Approve an on-call contract with Overland, Pacific & Cutler LLC in an amount not to exceed $200,000 to provide professional right-of-way services between November 21, 2018 and June 30, 2023.

 

2.    Authorize the RMA Director to extend the contract for an additional two-year period if necessary and approve change orders up to 10% of the contract amount.
