BACKGROUND/SUMMARY:
California has mandated local governments to adequately plan to meet the housing needs of the community, since 1969. This mandate is achieved by adopting housing elements as part of the “general plan” required by the state. General plans serve as an overview of how the county will develop and include seven elements: land use, transportation, conservation, noise, open space, safety, and housing. The housing-element law mandates that housing must be included as an element of each the general plan to provide the opportunity for housing developments.
California Department of Housing and Community Development (HCD) oversees local government to ensure that the county's housing element is in compliance with state law. HCD is responsible for determining the regional housing needs through an assessment segmenting the income levels for each region’s planning body known as a “council of governments” (COG). HCD starts with demographic population information from the California Department of Finance and uses a formula to calculate a figure for each region/COG. COG creates a Regional Housing Need Allocation plan working with each municipality on allocation of funds.
The current Regional Housing Needs Allocation (RHNA) was adopted on July 2014 and the next update is scheduled for 2022. COG will provide an informative overview of RHNA and answer any questions the board may have.
