BACKGROUND/SUMMARY:
The County is required to prepare an ADA Self-Evaluation and Transition Plan to comply with the Federal Americans with Disability Act (ADA). The process for preparing this plan is to analyze and investigate all County-owned or leased public facilities for compliance with the ADA regulations. It also involves analyzing County policies, processes, and communication procedures for compliance.
Disability Access Consultants will assist the County in developing procedures and forms needed to conduct a Self-Evaluation of the County’s programs, activities and services for ADA requirement compliance. Then they will compile the final Self Evaluation Report.
Disability Access Consultants will:
a) review all County policies, memos of understanding, administrative regulations and other policy and procedural related documents to identify if any are discriminatory or potentially discriminatory for individuals with disabilities.
b) make recommendations to the County for consideration regarding potential revisions to policies and practices.
c) provide the County with methods to conduct a public input process. For example, Consultant will present a variety of surveys in addition to notices and postings. Based on the individual needs of the County and the current assessment of possible or current litigation, an individualized method will be recommended to the County. Other methods may include staff interviews.
d) Recommendations will be made, as appropriate, regarding programmatic alternatives to physical barrier removal.
This project is included in the FY18/19 CIP budget and will take approximately 9 months to complete. Disability Access Consultants was selected as the most qualified firm through an RFP process earlier this year and they have worked with numerous other public agencies. Preparation of this plan will ensure that the County is in compliance with Federal law and able to retain many types of Federal and State project funding.
