BACKGROUND/SUMMARY:
Through a competitive RFP process, Community Homeless Solutions was contracted in the amount of 615,710 as the Operations and Management of the HOME Resource Center to provide year-round emergency shelter to homeless individuals. As the operator, they have done a good job averaging 40 homeless individuals since the HOME Resource Center opened on December 1, 2018. All guests receive three meals, a warm bed, security service, workshops, supportive services...etc.
Staff is requesting the Board of Supervisors to amend the contract augmenting the budget by an additional $20,000 to operate the work based Community Beautification and Homeless Empowerment Project for work ready homeless individuals to beautify local areas. The program will secure one crew leader and 3-4 crew members to participate in the beautification project. The duration of the project will consist of approximately 3 months or until funding runs out. The program will be offered 2-3 days per week for approximately 16-20 hours. On a weekly basis, work crew will participate in a 2-3 hour workshop on life skills development. Operator will closely monitor the progress of crew members in attendance, employment training and participation in life skills workshops. Operator will also identify worksites including but not limited to the Migrant Center, County and City identified locations, non-profits…etc.; provide oversight and trouble shoot any issues that may arise. Operator will report to CAB on program status monthly and give an oral presentation at the conclusion of the program on the progress of the program.
The Amendment also includes extending the Homeless Shelter operation contract through June 30, 2021.
