Accept all bids for the FEMA – San Felipe Road – Tesquisquita Slough Bridge – County Project No. PWD-1805, find Granite Rock Company as the lowest responsive responsible bidder, award contract to Granite Rock Company in the amount of $31,950.00, approve contract and authorize the RMA director to execute the contract upon receipt of all contract documents required in the invitation for Bids, and authorize the RMA Director to issue change orders in an amount of not to exceed $3,195.00 (10 % of Contract Amount).

BACKGROUND/SUMMARY:

During the period from February 1, 2017 through February 23, 2017, severe winter storms, flooding and mudslides caused wide spread damage throughout the State of California.  These severe winter storms brought heavy rains and wind gusts up to 83 miles per hour and mudslides to the County of San Benito causing damage to many roads throughout the County.

The County owns and maintains the Tesquisquito Slough Bridge. Prior to this winter storm event, the County installed eleven sand  impact attenuators (sand barrels) on the shoulder of San Felipe Road at Tesquisquito Slough Bridge. The attenuators were designed to absorb the impact of a crash and reduce collateral damage to vehicles, bridge abutments, and injuries to motorists. During this event, floodwaters from the Tesquisquita Slough breached its banks resulting in a washout of the shoulder of San Felipe Road causing eleven of the sand   impact attenuators to fall over and lose their sand. 

This project involves clearing and grubbing the site, restoring the roadway shoulder embankment, and refilling/resetting the eleven sand impact attenuators (crash cushion modules).

A Federal Emergency Management Agency (FEMA) E-Grants, Subgrant Application was submitted on September 20, 2017. The Notification of Obligation for Public Assistance and CDAA Grant Programs, FEMA-4308-DR-CA, Cal OES ID: 069-00000 by CalOES dated March 27, 2018 has been received by the County's Emergency Services Manager.

 

On June 26, 2018, the Board adopted the plans and specifications for this project and authorized the advertisement for bids. Bids were due on August 23, 2018 and two bids were received.  Staff has identified Granite Rock Company as the lowest responsive responsible bidder.  The other bid received was from Monterey Peninsula Engineering in the amount of $33,800.00.  The Engineer’s Estimate was $29,710.00.

Staff respectfully recommends that the Board:

1.      Accept all bids received for the FEMA – San Felipe Road – Tesquisquita Slough Bridge – County Project No. PWD-1805;

2.      Find Granite Rock Company as the lowest responsive bidder;

3.      Award contract to Granite Rock Company in the amount of $31,950.00;

4.      Approve contract and authorize the RMA Director to execute the contract upon receipt of all documents required in the Invitation for Bids; and

5.      Authorize the RMA Director to issue contract change orders in an amount not to exceed $3,195.00.
