BACKGROUND/SUMMARY:

Richland Communities has submitted a requested to RMA to initiate the preparation and consideration of a Specific Plan, rezoning, environmental review and related actions for a 347-acre site (the Lima Property) located on the west side of Highway 25 southerly of Ridgemark (APN 025-200-064). County Code section 19.29.006 requires the county to recover all costs of processing a specific plan application. The applicant for a specific plan (Richland Communities in this case) is required to enter into an agreement with the County. The agreement is to require Richland Communities pay all costs incurred by the county in considering the specific plan application, including CEQA. In this case the CEQA review will require the preparation of an environmental impact report (EIR). The proposed reimbursement agreement does not include cost recovery for any land use entitlements, such as a tentative subdivision map, as those requests will be submitted after the County takes action on the specific plan and EIR, and will be subject to a subsequent reimbursement agreement.
