BACKGROUND/SUMMARY:
The County Clerk/Registrar of Voters recommends that the Board authorize the execution of the agreement for the purchase of the Tenex Software Solutions' Electronic Poll Books. The Tenex Software Electronic Poll Books Solution will replace paper polling place voting rosters and street indices, improve turnout projections, ballot counting efficiencies and voter accessibility, and increase Election Day security for the over 30,000 registered voters of San Benito County.
This system meets all applicable federal, state, and local Election Code requirements and is certified by the California Secretary of State. The contract provides for software and hardware upgrades, system customization, integration, data conversion, training, documentation and project management. Additional benefits of the system include providing Election Day polling place turn-out by precinct, security enhancements with live updates of voters who have voted at the polls, and guidance to poll workers when issuing ballots. These enhancements will identify any voter(s) who attempt to vote twice instantly, eliminating the need for County staff to do this research manually after Election Day.
San Benito County Code section 5.09.010 (B) authorizes the San Benito County Clerk/Registrar to purchase election supplies without competitive bidding.
In accordance with CCROV #18207 from the Secretary of State's Office, the County expects that half of the cost ($21,518) for the approval of the agreement with Tenex Software Solutions, Inc. to provide an Electronic Poll Books Solution in an amount not to exceed $43,037.00 (FY-2018/19) will be reimbursable from State and Federal Help America Vote Act (HAVA) funds available after September 2018.
